Covid-19 - Stay at home order

In view of the emergency situation introduced on the 11th of March 2020, the Government has announced on the 27th of March 2020 another protection action plan as restrict to leave homes. According to the new protection plan the following measures took effect as of the 28th of March 2020.


1. Duration of Stay at home order and other time restrictions

The restrictions run from 28 March, 2020 to 11 April, 2020, which is Easter Saturday. In addition, to protect the high-risk age group, the regulation introduces an additional time limit, which means persons aged 65 and over are allowed to step in to the grocery, drugstore, market or pharmacy only between 9:00 am to 12:00 pm, in which period no other may enter.

2. What does the 'Stay at home' order cover?

The restriction is basically intended to reduce the number of social contacts, and it is intended to protect the most vulnerable population, over 65s. As a result, the following general measures have been taken regarding the extent of physical distance:

  • maintain a minimum distance of 1.5 meters from other people, even when using public transport, which does not affect people living in the same household;
  • staying in a restaurant, catering shops is allowed only for the employees, others may enter only with the purpose of delivering or transporting meals and takeaways;
  • departure, residence or private home may be left with justified reason only as defined in the Decree published.

3. What is the justified reason for leaving the place of residence?

The Regulation gives a precise list of the grounds for leaving the place of residence. It defines a fairly wide range of justification to leave the places of residence, so that in addition to basic care, it also covers work, the purchase of equipment, formal administration, staying out and also other services may be consumed. These are specifically listed as follows:

Work-related activities:

  • Going to work and purchasing job related equipment is allowed.
Private interest official business activity:

  • In case of the highest necessity, the personal administration is permitted;

  • thus, the services of the government, banking, financial, insurance and postal services may be used.
Rules for basic care as shopping in:

  • food and grocery store, market, agricultural shops, pet shop;
  • pharmacy or drugstore;
  • tobacco shop;
  • shop for assets (especially technical articles, building materials and equipment) may be visited.
Provisions concerning health protection:
  • health care and services including psychotherapeutic care, physiotherapy;
  • providing assistance to those who are unable to take care of themselves;
  • accompanying a minor child group during day care;
  • individual sports activities can be continued, outdoor walking is allowed, all with keeping the necessary distance of 1.5 meters;
  • pet walking is allowed in public areas.
Other services available:
  • shopping at a gas station;
  • hairdressing, manicure services;
  • transportation, cleaning and hygiene services;
  • repair of motor vehicles and other specific equipment;
  • waste management services;
  • veterinary and animal hospital services;
  • parental rights and obligations;
  • practicing religious activities;
  • marriage and funeral within a narrow family circle are allowed.
4. What sanctions are expected?

Compliance with the Regulation is monitored by government enforcement agencies such as the police and the military. In addition to the necessary and compulsive measures, a fine of up to HUF 500,000 (appr. EUR 1,400) may be imposed.
